I think the reason for this is SE want players who actually use their houses to be the ones who get to keep them.

The above being said you can use your house without going inside, such as tending to your garden or chocobo stable. I agree that stepping into the garden should be enough but I suspect that the system not being this way is due to the gigantic amount of unique data when outside in a housing area.

When you're outside you are in an instance, but you're in an instance shared with 29 other properties. That's a lot of plots to keep track of at once and it's possible the game is just unable to tell if you step into a garden you own because there's just too much data to process in that area. It might not seem much but imagine if a subdivision has four active fc houses. Every time a fc member runs in and out of the garden the game would have to track that. Some fcs are huge. This could be a crazy amount of information happening at once. (in case it is not clear, fc members entering a house reset the timer)

However the interior of a house has significantly less information. It has furnishing and resident data for only one house. This is significantly easier to track and therefore more reliable to create the reset of the demolition system around it.

All this being said though...it's not hard or time consuming to step inside.
