    I was able to accept a lvl 45 quest the kobold and the beautifull at level 31

    Me too, only I was able to accept it at 27. At first I was like "Yessssssss! Storm Seals AWWWWWWYEAH!" But then I was like "45!?, i don't wanna die!". Guess I'll just do it later.

    If you have a 50 to guide you you can do it. There is one of these quest for each SH area. They require that you check 3 points, the kobald one will be the hardest since theres more mobs around the points. The points you check are close to the beginning of the SH. The other 2 SH areas have 1-2 of the points outside of the 1rst gate.

    Thank you for posting your concerns about being able to start the "Kobold and the Beautiful" sidequest at level 30. It seems that there may be some confusion with what is "required" and what is "recommended" for this sidequest, but just in case, I recommend consulting the community sites for further clarification.
