Player keeps breaking rules, no punishment recieved.

While I would like to keep this as proper and formal as possible, I regret having to say that I am tired of the lack of consequences for cheating and harassment in this game.

There is a player on the Shiva server that has since patch 4.57 been following myself and many, many others through out the worlds and zones on the data center.

He has been proven to use third-party programs and the fact that he keeps on appearing in every zone outside of city-states that we are in, we have decided to report him for stalking (harassment) and cheating.
Every time certain parameters are met, he is in the zone, and when he is in the zone, a website recieves a notification. I do not know much about the specific cheat in question myself, but whenever a notification shows up on the website "xivhunt.net" I can open up player search in-game and find this player in the zone, always appearing after others as if he is following them.

Though this player has been reported many times, for both usage of third-party software, both in the game via the support desk AND to the Special Task Force. We still have him lurking over our shoulders.
Despite providing time, date, location, location of the hunt mark, down to the exact spot where it had died. This player is still here, watching us.

I think that the GMs in this game is either too lax at their job, or is giving favours to this player. Anything really, my mind is blown at the lack of actions taken, despite this player breaking many rules.
Square Enix made a Discord server: https://discordapp.com/invite/sqexmusic which means the company at least acknowledges this popular program that is used for communication.
This player always posts links in the /shout chat in-game, to his private Discord server, where in one of the channels, he has provided a link and installation guide to the very cheats he is using. If that isn't enough, the forum called Reddit has a "sub-reddit" called FFXIV. The players on this forum has created another, smaller forum on that website for the purchasing and selling of in-game houses. While nothing is inherently wrong with it, it completely punches the housing timer in the face by allowing players to organize the purchase and selling of free company houses. This player also promotes that forum and methods in his search info in-game. Earlier today, around 1520ST on the 7th of June 2019, he had a party finder up, for leveling roulette, item level 999. Sadly I do not remember the exact words, but he was trying to sell a house and encouraged those interested in sending him a /tell.

I hope I do not get banned from these forums for making this post now, rumours say that the moderators here actually do their job, compared to the support team.
I thank you all for your work, I really do mean it. I hope and pray that you do your job as best as you can to help make this service an enjoyable one.
    Thank you.

    To add to this:
3 "players" on the Lich server are running around, day after day in every A Realm Reborn and Heavensward area, "looking" for hunt marks and killing them.
I have encountered these in the world before, and the way they behave, the way they travel, the locations they visit and when they stop and teleport all seems to point a huge middle-finger in the faces of anyone that cares.
They move like bots, they move from point A to point B, moving so that the edge of the minimap when zoomed out covers most of the zone on the path that they are travelling. Meaning that whatever they are looking for should always be within render distance.
These "players" have been reported many times before, every time I see them I choose to report them. They act like bots, they run scripts which they can toggle on and off. Once in a blue moon they stop at Rhalgr's Reach, then go to Idyllshire, before turning the script on again and continuing their runs.
Other players have spotted these bots running into walls in various areas, often for longer periods of time. Some spots multiple times.
    Outer La Noscea ( 15.2 , 17.6 )
    Azys Lla ( 35.7 , 34.6 )
    Central Shroud ( 22.8 , 23.2 )
Another clue at these characters not being played by players is that they play their specific jobs, do the same specific skills, show no sign of efficiency at all. Darkside, grit, powerslash combo. Jolt, jolt, jolt. Storms eye combo. Then there is the fact that they have never dodged an AoE, nor looked away for mechanics that require the character to look the other way. They always take damage or straight up die to these attacks.
I have gone into detail on several reports sent to the Special Task Force. I still see them running around in their specific patterns.
It used to be only 2 of them with the 3rd one being a bit of a wild card that never showed up on my radar. Then one stopped coming online, and the 3rd one took its place as party leader with the 2nd player always being the one on /follow command. While I do not see him online, he keeps changing jobs/classes on the Lodestone page, meaning he still can log in and make changes. Meaning no action has been taken against this rampant cheating.

I can sympathize, because I've had to deal with similar behavior of being stalked by players using the XIV hunt app. They could fix this by just giving the S rank limited draw distance like every other hunt.

As for the hunt bots, I'm somehow both surprised, yet not surprised that people are actually doing that now. I can only pray it doesn't become a trend because ARR/HW hunts will be totally trivial once ShB drops and better gear is available.

He's complaining about the fact that this player is using the XIV hunt app (Which is able to instantly locate/relay s rank hunts to both ingame channels and Discord) and also stalking him and his friends, presumably so he can instantly relay any S ranks that they spawn. I know from experience that some people legit do this just because they want the "glory" of being the first to relay the hunts, and it's rather obnoxious.

I don't think much of that is reportable sans the strange behavior in combat that could be botting, but they could also just be bad. Unfortunately, being annoying in general isn't really something you can report someone for.

The hunt app probably could be reported if it actually did anything that could be detected through either chat logs or first-hand observation, but it unfortunately doesn't.

It's even less likely anything will be one about it then the bots, because the latter at least exhibit very easily observable behavior quirks/patterns that are consistent among all users of such programs.
