Remove cast time from Mounting, like you are from Summoning

You can't mount in combat, at least not in the open world. I'm sure they'd keep that in place. PvP? I don't really care as I hardly ever do it anyway. LOL

You don't have to be in combat to notice an enemy player approaching you.
