As far as I'm concerned, yes, a "multipack pull" is a megapull. It's just a buzzword anyway, don't look so deeply into it.

every dps has aoe at the very latest by level 45 (and thats just drg).

I'm primarily talking about much earlier leveling dungeons, where I very commonly do see tanks trying to megapull even when the particular DPS in their party do not have their AoE (usually the healers don't either, I dunno what SCH gets but Holy and Gravity come quite late)

I had one like this today in Tam Tara. I didn't have AOE, the SMN wasn't multidotting, and the Warrior used Overpower so infrequently that they were losing aggro on every pull.

Though it's not the fault of the "always pull big" mentality, new tanks just don't seem to understand why it's done, just that they should. A problem in the teaching rather than the lesson.

"Tanks should pull everything" is a custom for level cap content, not levelling content.
Tanks that are pulling too much in levelling content are just asking to die. THere's an amount that's safe and an experienced tank may know this, but heck even I limit myself when not at level cap. Things hit you much harder.
