Your "mitigation math" has no value either. You have to look at the remaining HP pool of the tankbusters' target. In both of your cases, the target would end up dead, your math is irrelevant, and distorts the truth.
With TBN +25% shield, the target gets effective 20% mitigation - no other OT mitigation tool reaches this number without any additional sacrfices (e.g. Intervention + Rampart)
