I'll be honest, from the Devil's Advocate point of view, that answer is very copy and paste and meant to deflect the issue away.
We all know (or we said we knew when we signed up) what SE's official stance is on things of lewd/sexual nature as well as using 3rd party programs in conjuncture with the game.
Yet their official stance doesn't match their taken stance. We're allowed to use 3rd party programs like Teamspeak, Mumble, and Discord that give groups (especially in a PVP sense) advantages over players who don't use it. We're allowed to use ACT to parse our logs and use the overlays to see what our optimal use of abilities is. The only catch is we can't use such information to harass other players with. We can't post a parse and tell someone their bad. We can't tell someone an insult we heard about them in VOIP, ect.
As for Cybering and ERP. Its the same thing. If its kept out of public. No one is going to know, and even if it was reported. The GM is only going to look into the reported chats the offended was apart of. If they weren't apart to actually see the act, they'll have nothing to send to the GM report. No GM is going to sift through hundreds of lines of text with nothing to search with. If you think I'm off my rocker on this one, feel free to report the obvious ERPers and see if anything happens.
As for local laws and such, companies aren't usually in the business of law enforcement. Its a very expensive venture to take, and yields very little profit if not a loss. Hence why tax revenue generating entities tend to handle it. All SE is going to do is comply with any subpoenas the local jurisdiction will take. But that is only if a complaint is made outside the game to local law enforcement.
Suffice to say, GMs creeping about looking to sting brothels is probably not a thing. Thankfully I don't believe we'll see this sort of thing in SE anymore with games like Conan Exiles and others who not only allow for that sort of thing, but encourage it.
