You could easily reach your enemy by the time you finish casting Suiton, let alone Meisui, so its kinda awkward to wait it out so much...
Yes, using both Meisui and Mug together may lead to insta overcapping if not done right, but holding off this much may be just as bad...

Well, to be fair, Hyosho is a bunch of Ice Shurikens. So in a sense, Hyoton and Shuriken had enough of Raiton's BS, teamed up and now are the Strongest?
Edit: Sooooo turns out that the Cloned attack from Bunshin is around a 45% your attack power. And the chances of Critical or DH are independent of yours.
Well, figures that having 2 double damage windows was a bit much, still happy from what it brings to the table. Honestly Im really happy with those 15 seconds duration.
SF as expected doesn't apply the DoT twice with Bunshin, but the cloned attack does in fact triggers the DoT a 2nd time on target.
Which brings about the question:
A) is the applied DoT boosted to a 145%?
B) Is the applied DoT nerfed to a 45%?
C) Is the applied DoT at just a 100%?
If A, then SF away in a Bunshin Window...
But if B or C, its questionable at best as the 100% WILL be stronger than a 3rd AE in Bunshin by a small margin that only matters if and only if you get all 6 tics in.
and B... well... its just plain weak and a waste to use SF in Bunshin if that's the case.
