Grand Company Caravan/leves

Me and a friend finally made it high enough level to join a Grand Company. In pursuit of seals we were trying to do caravan escorts. My friend attempted the one at Camp Horizon and the mobs were too high level for her. Well not too high level but too many mobs for her to solo. They spawned at around level 27 she said. So when I logged on and we tried at Camp Drybone, a lower level camp, and the mobs where even higher level there. The escort starts and the mobs spawn at level 45+.. I'm level 29 and her 26 x.x what's the deal? What determines the level the mobs spawn at, if anything? Any advice on doing escorts are we just too low level?

Also, I know there is such things as Grand Company leves. I was able to find one, thanks to someone on the forums telling me about it, in Nanawa Mines(or something like that). Is there a way to find more else where? Me and my friend both tried google searching and such but came up with nothing. We spoke with all the NPCs in the Hall of Flames, they mention GC leves but give no direction on where they are or how to find them. Thanks for any replies!

My theory is that because of the Hamlets spread out across Eorzea, SE had to put the higher-leveled caravans in the low-level areas so that the caravans would have destinations to stop at.

each of the three nations/regions (limsa grid uldah) have one high lvl escort, and one low lvl escort.

The suggested lvls is something like a group of 4 lvl 25ish for the low lvl one, and a full group 45+ for the high lvl one

Camp Drybone escort is actually Halatali's, a lvl 40 Camp, of course mobs are gonna be 47+. You are just confused with the lvl 10 Camp and the nearby lvl 40 Camp.

There are also 2 leve givers for each company , for the Flames there is one in the mines, which you found and a guy out by Halatali but those are for like 40's.

Caravan escourt is more party content. The escourt on Horizon is for Level 20+ and on Dryebone for 40+
