On a side note: I had exactly the same case for something else than hunting log: Levemetes.

I was already around level 48 and couldn't unlock leves in Coearthas. I invested lot of time trying to understand what I was missing and the answer was: The requested job level (level 10) isn't sufficient, it also needs to take over a specific quest at a NPC in main cities (each city has its own).

I believe we're so focused on leveling up straight ahed, that we easily fail to catch unlocking quests of side activities like hunting log, vista, leves, and so on...
