Shadowbringers releases very soon (June 28th Early Access for those that pre-ordered) and its gonna suck really really bad if this keeps happening. I just needed to hop on here and vent about this and maybe hear if anyone else is experiencing these issues.
Are you using a VPN? They've been known to cause this issue in the past.
