Nope, no abuse here, the players who have the wrong gear, would mean they have a "difference of playstyle" to the one who initiated a kick, and you are allowed to kick for a Difference of Playstyle.

We need to be harsher on deliberately under performing people, or else they'll just keep doing what they're doing, wasting everyone else's time.

And what's wrong with trying your hardest and actually making sure you have the gear for the dungeon?
It's one of the reasons why I leveled crafter, so I can make HQ gear at the right level for the classes I am leveling, so I don't drag anyone down.
People should be trying their best in every dungeon they do, only solo content is the content you should be slacking in, because it doesn't affect anyone else.

To be fair, if you aren't bothered to buy even basic white left-side gear for your alt classes, they give you the option of PotD, HoH, and Squadrons. No excuse really.

I wish Square-Enix would put class restrictions on accessories like they do with the rest of the gear.

I can't tell you guys how many times I'll get into a group with a caster wearing a mix-match of DEX/STR rings and other accessories that don't offer them any use to their class. And to top it all off, literally every-time I've ever mentioned this to someone--the response is always extreme hostility or extreme arrogance.

I'm totally cool with new players who don't know better making mistakes and then willing to learn and improve. That's great, they get a pass, because they're trying! I'd never kick someone for trying.

But man, I ask some folks why they're using a strength ring on their blackmage, and they say it increases their hit chance. I tell them that's not right. And they blow up on me. Those are the people I kick. And I do it way too often for it to just be a fluke. Like once a week often.

Is there a way we can fix this?

I try to kick people for wearing crafting gathering gear in dungeons. Like the other day when I was in the level 24 dungeon and a healer was wearing a mix of crafting and gathering gear lol.

Difference in playstyle has been confirmed to be a legitimate reason for a kick by SE.
They consider it better to not engage rather than having a dispute.

is it lower level dungeon? if it were me i just let it go if it pre50 dungeon, sometimes player do that just to up their ilvl so they can meet the minimum ilvl for dungeon.
