1) Being able to navigate the battle with Corps and Displacement is more important than utility you don't always need. RDM's utility comes at later levels which is when it actually matters to have them.

2) On the fence about this, I mean I think it's fine generally (although it seems the duration was reduced for ShB), but it's still kinda adiquate plus Manafication got that Magic buff too so RDM is benefiting quite a bit.
