to use a Phantasia right before server maintenance to go right into changing your character to a Viera or Hrothgar right as the servers come up? For some reason I was thinking the maintenance might forget you have the option to change your character.

As long as it’s 10 -20 minutes or more before maintenance occurs. Otherwise you’re risking it.

I .. sorta understand why you'd want to. But you're asking to deal with release day server congestion while you try to finalize and save your character appearance.

Just to be on the safe side I'd wait till the expansion goes live, I did that for auru when HW came out and it was fine, so I'm do the same this time for Hrothgar.

I used a Fantasia on my character YEARS ago on accident, I didn't want to change her appearance, and to this day I have not changed it, but it still gives me the option to change her. You should have no problem if you use it.

You should be safe. You have to remember that if there's any room for disaster--people will blunder into it by the hundreds (in a game this big). And Square-Enix will absolutely not want that, so they'll make sure there's as much safety net as they can muster. Whether you see it or not. ^.^ They'll typically not let you do something if it's not safe.
