Wanted to Create a Character on Server All My Friends Are on.

It has character restriction though. Is there any way I can get an override or something? They are on Behemoth.

Nope, just make a character on a different world, but in the same data center(Primal) and use world visit system(touch the aetheryte in Gridania, Ul'dah or Limsa Lominsa.) You can then do much of everything with them besides join the free company(guild). You can still party, trade, walk around with them, etc. If you are very dedicated, you should watch this page here: https://na.finalfantasyxiv.com/lodestone/worldstatus/

Watch for when Behemoth does not have an player symbol with an X by it's name, indicating closed to new character. If it has a + mark, you can make one!

Alternatively, you can also attempt to make a character at a different time. Behemoth is not a congested server, but it is probably currently closed to character creation because a lot of people are currently logged into it. Keep checking the World Status page every few hours to see if it opens up to character creation.

Well, at least it's listed as "standard" rather than "congested", which means the only thing blocking character creation is the number of people currently online. You might be able to get in if you try at a slower time. The best times for that tend to be either very early in the morning on a weekday, or else right after a maintenance window before many players have reconnected.

(If it had been Cactuar, Gilgamesh, or Balmung that you wanted to get onto, i.e. the ones listed as "congested", then this strategy wouldn't work. Those three won't open up until SE decides to re-categorize them.)
