I have been seeing clusters of characters with random english letters out in low level areas questing and they appear to be exact copies of each other. First time I have been seeing this so not really sure what is going on any help will be helpful.

Those are bots, they are completing quests to farm gil to sell.

They're gil farming bots.

You see them occasionally if you're lucky. Their first and last names are each exactly 8 characters long.

They are bots involved in RMT. They hack their clients so much that you usually don't see them because they are warping around under the terrain.

It's usually too difficult to catch their names and report them before they disappear, but SE will probably catch them eventually anyway.

Yeah I saw about 10 of them at least in the starting zone. They would pop in and out of the zone. Each time they came back the character looked exactly the same but had a different set of random letters for names. At one point I saw six in one area and spread out the zone.

As an aside, don't forget to report RMT advertisements in the chat box when you're in major cities (limsa, ul'dah, gridania). Usually they come with a website address in them in all caps. I don't know if those are actually dealt with or not, but its still peace of mind to report it.
