Is to allow us to use our skills we acquired on all synced duties in the game.
Would it hurt "balance" on those low lvl duties?
Sure it will but does it matter?
Will it make more fun to play older content? Of course it will.
I was pretty disappointed when i realised i could not experience Heavensward content as it supposed to be when it first came out, when people had all their skills and spell available at lvl 60.
The same thing will happen to new players when they will come with this new expansion, they will discover not only heavensward but also stormblood content and find out they will not be able to experience it the same way we did for the last 2 years.
Not only that, but with new expansion coming to us, a big chunk of the content we are doing right now will never be the same since it will be forever synced at lvl 70. With so many spells and skills removed from lvl 70 character it will feel terrible to go through missing a lot of things from the character gameplay, this will be terrible.
It shouldnt be like that, SE should seriously consider allowing us to use all our abilities on synced content, at least in stoormblood content we should be allowed to play with all our kit. It wont hurt anyone if we will be able to use all our skills in synced older content, instead it could bring much more good and could even potentially encourage newbies to play the game for longer to get those "fancy" skills they seen someone using.
