There's no way to know which healer will have the strongest dps because we don't know how much healing is going to be required in the upcoming raids or how the damage is going to go out. We don't know what dps jobs are going to be most desired so we don't know the impact of cards/chain. We don't even know final potencies for the abilities we do know.

What I do see is a focus on giving SCH and to a lesser extent AST access to more direct healing which will mean they're more able to take some of that off of a WHM partner. With Glare currently being the strongest healer nuke WHM has GCD priority over its cohealer almost universally which means as long as it gets off the required abilities to generate it's blood Lily it likely won't have to do much more in the way of GCD heals unless the damage model is incredibly different. The best thing for the group would be to let the WHM nuke as much as possible.

I wouldn't be surprised in the slightest if WHM consistently outdpsed the other healers when we get our first raid.
So, how often are you GCD-healing? If the answer is greater than 'maybe once or twice when people really, really f*cked up', then you are doing something wrong. My mainheals during all of Stormblood have been Assize, Tetra, Benediction and Regen... Medica II in cases when the HoT was needed/could top the party off before the next AoE hit. Please note how only Regen and Medica II even on the GCD. Cure III was used some times when several big hits came in in quick succession, s extremely rarely. I rarely used Cure I and II (I even less than II), and building up the Blood Lily will result in a net DPS-loss over just spaming Glare in most cases. Also, as you said, WHM should be left to DPS as much as possible since it got the highest pDPS and absolutely nothing else... unless it needs to move, at which point the damage crumbles. And this game loves to make us move. Also, nuking as much as possible will be incredibly boring considering that you mostly press two buttons yet again... hardly engaging gameplay.

Weird. Most healers I talked to were seriously disappointed in loosing practically everything their jobs offered them before, or alternatively, not getting anything new. Where are the changes rewards for 'playing good', exactly? How do you define playing good, even, since it feels like your definition is vastly different to everyone else's. And where do you see harmony in this hot mess at all? I really don't get you at all.
