They could have not picked Phoenix

Then what would be the alternative? I know some people floated the idea of Alexander as a demi phase but as much as I would like it, I think devs are trying to keep mechanical-type pets to the MCH. Granted there are lots of other primals to pick from but least Phoenix was kinda new (only seen during the coils) and something we didn't expect SMN to get.

This. Or Everlasting Flight didn't need to be a heal, it could have been a damage field.

Damage field is pretty much what Devotion does.
