OP, if you’re not a troll, your problem with shoulder tackle was that you were being level synced down to a level lower than the one that unlocks shoulder tackle. So when you’re doing a low level dungeon that syncs down to, say, 18, you’ll only be able to use the abilities that unlock before or at level 18.

Your second issue because you haven’t done for level 50+ job quests. You need to reach the Heavensward (Heaven’s Gate was a suicide cult from the 90’s) main scenario quests. Then you’ll be able to complete the level 50-60 Monk quests, which unlock the abilities you’re trying to use.
