    The game makes the skill button itself available to you ahead of actually obtaining the skill so that places like Palace of the Dead work properly. It's also nice to be able to see and plan ahead for the skills you'll get later.

    But until you actually complete the job quest that teaches the skill to you, you won't be able to use it even if you put the button on your bars.

    Also yeah, level sync'd areas won't let you use anything above the area's sync level. So if you're in Sastasha, you're stuck using Sastasha-level skills no matter what level you are or how many job quests you've done.
