That's exactly why I used quotation marks - it doesn't mean I agree to it, but the very quests to unlock the housing districts states it's reserved for the most wealthy adventurers, so it's pretty clear housing wasn't made with the intention of everyone getting a house and players to compete for plots. Even If/when they open Ishgard, I expect all house plots will be taken within a week and there will still be people without one, taking us back to square one.
There aren't many ways to defend the housing system. Putting in a limited amount of slots for accessing content is never a good thing. Especially when accessing said content doesn't even require skill. Why? Because the more popular the game gets, the more players feel they're being punished simply for starting the game after other people did.

Whatever SE's intentions were, they clearly didn't think about the long-term effects of the housing system.
