The costs are a percentage of base maxMP, but healers can increase maxMP with Piety.
The devs want to make it easier to calculate "how many spells can I cast at full MP?" or "how many spells can I cast now?". This is far easier to do if everyone has 10k maxMP and spells all cost some multiple of 100 MP. And to make up for the healers losing the ability to increase their maxMP, Piety will instead increase their latent refresh rate so that Piety will still allow them to cast more spells before going OOM.
