OK FIXED IT, I did was:
1. Disable Virtualization in my BIOS.
2. Disabled all options for EMI protection in BIOS.
3. Changed all IRQ's in Windows so no devices share the same channels, (checking if theres no corruption on shared ones) (if the graphic card is sharing same IRQ channel with other hardward or and its more than 16 on number there will be problems)
4. Disabled Hyper-V.
5. Activated MSI Mode on my graphic card and made priority its IRQ.
6. Turned Hpet OFF.

The analysis is that the Graphic Card takes more energy as priority from the Power Supply. (Theres a bug that the GPU Boost 3.0 goes as crazy if it cannot find enough energy from PSU, my card went crazy as like a freakin autooveerrclock from 1304mhz base max to 1772mhz)
I was sure this problem is more Energy side hardware than software corruption itself. Most Win32 3D games just do a refresh if the application is going to crash but it does not on Final Fantasy 14.
Before those things as testing.
1. Reinstalling NVIDIA Drivier to older and newer none worked.
2. Reformat Windows.
3. Keep on High Performance Energy on Control Panel (a must of every pc but didnt work)
4. on Energy Options on Control Panel - on Advanced Energy Config (under Screen time and Sleep time) I put PCIe Express off (a must)
5. I installed lastest Supported C visuales https://support.microsoft.com/en-us/...al-c-downloads
6. since I have windows 10 I coudlnt reinstall DirectX (but seems wasnt the problem)
7. Disabled many Layers APP third programs. (Discord, Twitch, Steam and such)
8. Updated many drivers of everything
9. Went back to Windows 10 1809 from 1903 now Im back to 1903 didnt work.
10. on Nvidia driver panel put on 3D advanced configuration then go to the profiles, change energy mode to high performance.
11. I unparked my cores ( a must)
12. I use TimerResolution.exe of Lucas Hale to reduce the timer.
This issue Fatal DirectX Error is energy related to PSU, by Temperature as well which wasnt my case, but its hardware thing. Another thing is very related to Administrative Events of Windows this error will appear there as:
The nvlddmkm screen driver stopped responding and recovered successfully.
So the Fatal DirectX error is very related to this one, many games has a autorefresh of the game to dont crash the game, but the FF14 doesnt have it resulting that this error will crash the game and you see as Fatal Error.
if none of before works I recommend try Power Supply Calculator and look if the PSU you are using its on the 5 years range of living and its for your graphic card energy requirment remember a graphic card +NVIDIA 950 must have on V12 rail more than 50 amps to work well.
