Yes, I mostly play at off hours. From 11pm-6am. The game still felt alive at all hours even these late hours before the split. Maybe I'll have to swap to a European data-center and see if I can play with the lag.

I missed this earlier apparently. But yeah, this is part of your problem right here, if not the biggest part of it. That is not prime time. 11pm is on the tail end of it and prime time usually ends a couple hours later, so no wonder things slow down. It's also a month before early access so a lot of people are taking a break. It should pick up as we get closer to Shadowbringers launch and new players join to catch up.
