Im talking about the items that nobody would use (leveling gear) plus this is only meant to affect the missing genders

I use leveling gear in most of my glamours, some of them are really nice.
So i have to decide between a significant cut of glamour options or the "missing" genders...so you know who wouldn't fantasia with your suggestion.
Don't forget you are cutting away like 50%, if not even more, of possible glamour options right now.
Even if it's just for the "missing" genders it is a very bad deal.
So i don't think you would please so many fans of the "missing" genders with your suggestion.

Edit:
Just look at it from the point of a new play using the "missing" genders.
They would have to look like their starting outfit till they reach level 50 or buy something from the mogstation or market board.
Also why exclude the level caps?
