Why don't SE get a GM disguised as a player into each of these sellers to see if they sell it by gil or money? Is it that dificult to join their discord and catch them in the act?

As has already been said, they don't take external data into account.
Once a GM joins a discord, they can't be absolutely certain it's connected to the account advertising in game.
It might seem like common sense, but that's life.

Shouldn't it be enough that the account in game is advertising a RMT service? They might not be able to get them on actively RMTing, but they'd clearly be advertising a RMT service and that should be punishable, no?

Dumb question, I already know the answer, since RMT bots can sit there and shout all day long with seemingly nothing done about it.

If they're not openly advertising real money for clears verbatim in the pf, it's not going to be enough.
