I think you'd have to check what "Foundation" and "The Pillars" are called in those other languages, because technically they're city districts as well. (Alternately, what the existing housing districts are called relative to the main cities.)

Alternately I'll guess that the "Blue Sky" translation might come from the Japanese term - I don't know what that is, but if I remember correctly Heavensward's Japanese title is Azure Skies of Ishgard.
Until we've seen for sure that there will be housing, I don't think it's a good idea to assume it's coming.

The development team has been pretty tight lipped about the 'farmer' feature that is supposedly coming, so I wonder if the Live Letter will address that? There's nothing on the official Shadowbringers site about it so I wonder if it'll somehow tie into the Ishgard reconstruction effort?






I wonder, maybe it is a community-based zone where anyone is able to garden freely without being tied to a house? Maybe people are able to purchase a set number of these garden plots specifically for gardening, but of course there would be a max capable of being bought. Each garden plot holds 4-8 beds much like the actual housing garden plots each with varient prices. Edit: To add to this, maybe players that already own a house are unable to buy said plots as they already have the capabilty to use their own plots for gardening. Also as they are so small, there could be up to maybe 1000 varient patches per sectioned off area with maybe a dozen or so sections within the zone?
