    Isn't a new housing area pretty much confirmed? The promo site says that the first stage of the reconstruction of Ishgard will be a new district called The Firmament, which was translated as the Blue Sky District in some other languages.

    It's implied, but not 100% confirmed. Yoshi P Never did confirm as of yet that it will be set in place for housing.
