I attempted to bind one of the buttons on my mouse to "Cycle Down Enmity List" and when I do this, it highlights the mobs in the Enmity List (kinda like mousing over them) but won't actually target them (my previous target is still targeted).?

That's the soft target feature. It's meant to allow you to use a one-time buff or spell at someone and then go back to what you were doing on your original target. Maybe you want to Combust a secondary target and then go back to Maleficking your main target, or throw a card at a DD before going back to focusing on the tank. That's what this is for. It'll use your next action on your soft target, then switch you immediately back to your hard target.

If you want to convert it to a hard target, you can press the Confirm button (numpad0 by default, but you could bind it to a mouse button or something if you want).
