EDIT2: Nevermind, there's no Cycle Party List, only Alliance. Weird.

For some reason they didn't use the same terminology for Alliance targeting as they did for Party targeting. It's "Scroll up through Party List" and "Scroll down through Party List" in the mouse wheel settings.
