Level 60 job/class gear can be upgraded through tomestones and tokens (24-man raid) in Idyllshire by trading for/buying Illuminati stuff and have Seika repair it. Level 70 "Antiquated gear" can be upgraded in Eureka. The level 70 tomestone vendor gear can get augmented by trading coins from the Return to Ivalice 24-man raids for upgrade material in Rhalgr's Reach.
