A lot of the more "obscure" jobs tend to be in a unique situation in which they're either conceptually difficult to design into XIV while maintaining most of their identity or are essentially already represented by something under a different title.
Unfortunately, Bluemage serves as a pretty telling indicator that if the devs can't take the job's "identity" and neatly gift-wrap it to fit their battle system/skill+spell acquisition formula, that atworstbest it'll be asideshowlimited job doomed to be forgotten after the 2nd week from release (something I think Beastmaster or "Morpher" would be in danger of becoming).
Though I will admit that you can't necessarily rule out some of these types of jobs either. Something like Astrologian was only represented by one NPC in like the entire Final Fantasy series, vaguely had an identity, and in a lot of ways is a sort of combination of classical Time mage and Gambler turned-healer in XIV. I guess if you get creative enough within reason...
