Yes, "Sap" could have been cut on the editing floor. It might show up, it might never appear at all. You just never know. Having never been actively in the game though, I don't think you can call the skill "removed."

It still looks realistic that they decided not to include it if you consider that they re-adjusted the potency of the current crowd control actions in the patch.
Probably balance issues associated to that "Sap" ability being too powerful in dungeons or boss fights.

I can understand the argument regarding the ambiguity of what it means to "sap" something/someone. I was going with what I know from WoW. In that game, sapping is essentially doing what MNK Ability 3 described. I, of course, do not fully expect that, just because that's what Sap is in WoW, that's what it will be in FFXIV.

In case you are curious, Sap in FF XII is a spell that has constant HP reduction. Like a worse version of Poison (usually), since poison usually works in timed HP drops. Never been so excited to boot this game back up in my life.
Currently playing: Fire Emblem Awakening & Tales of Xillia.
2 hours returning in the form of 15 minute abilities? Yes PLease! Was suprised that they gave more of the hate grabbing moves to War than Pld, but considering you can cross over skills from Mar as a PLd, it makes sense. Love the transportation changes to the city and the changes to crafting as well, and we can finally say goodbye to a metric &*%^ton of useless crafting mats.
Also, really suprised by how well bard is shaping up to look. It gives parties a much needed extra support job.
Cheers to hoping the next major patch is of this caliber.
