How find normal players for last quest?

The 30-minute penalty is in place to punish players that leave duties because people used to leave roulettes whenever they would get a dungeon they didn't like. So the developers put in a penalty to try and stop that behavior, because a tank or healer leaving could disrupt a party enough to leave the remaining members stuck waiting for another person to join.

Perhaps I'm not understanding - do you mean you want the bosses to live longer and not die so soon in the dungeons Castrum Meridianum and Praetorium? If that's the case, the only way you'll get a "true" experience is to set up a minimum item level Party Finder for it. When players get queued into Castrum and Praetorium, our gear is automatically synced to the highest item level and stats ARR had - roughly item level 130. Castrum and Praetorium were released during a time when most players would be in their i45/i50 Artifact Gear. With the drastic jump and the nerfs that came to ARR leveling content with the release of HW, it's no surprise that people now steamroll these dungeons.

That said, you will probably be hard pressed to find players who want to do these dungeons "properly" or at minimum item level. With how long they are and with the implementation of unskippable cutscenes, a lot of players try to avoid them after running them the first time (and the MSQ Roulette is probably the least popular Roulette since the changes - despite its hefty EXP reward).

I'll admit, you did confuse me a bit with the remark about "players who won't oneshot" - ideally, I don't think people want to repeatedly wipe to dungeon bosses, so I just assumed you meant "do the dungeon properly and not speed through it".

Because the leveling dungeons have a harsher sync on them compared to Castrum and Praetorium. Aurum Vale syncs you to level 49, for example. Meaning that your gear and stats cannot exceed the maximum threshold for level 49. Castrum and Praetorium have looser syncs, as the cap for level 50 is much higher than caps for levels 1-49. The same is to be said for level 60 content versus level 51-59, and level 70 content from level 61-69. That's just how the sync in this game works.

You are running content that is 6 years old at this point. It's bound to go down fast. Just deal with it. There are only two 8-man main story dungeons, and after that, they learned that it wasn't a good idea, and they never did it again. Just get it over with and continue on with the game.

You are free to put up a Party Finder to try and find 7 other players that will do Castrum Meridianum and Praetorium with you at a minimum item level (which would be item level 45, if I remember correctly). However, most people do not consider these two dungeons to be their favorites, so you may have a hard time finding players that will help you run this content “as intended”. Honestly, I think you would be better off just letting this go and moving on with your gaming experience, though—you still have tons of dungeons to go through, and not all of them are going to have bosses that die as quickly as the ones in these two dungeons.

Are you talking about Cape Westwind? That fight has always been really fast, as far as I’m aware—I think when I did it over 3 years ago for the first time he was dead in 50 seconds. Didn’t really bother me though. It’s a joke at this point how easily he dies.

Apparently, he’s challenging at minimum item level. As I suggested previously, you can try a minimum item level Party Finder. That is the only way you will get the “true experience” that you want.
