Party Finder is the only thing that comes to mind if your looking for a specific group dynamic.

Why game creators do that sucks design? I try partyfinder but he not work. And why players go on low lvl dung lol.
High level players get stuck in low lvl dungeons due to dungeon roulette. They did that so there's always someone available to run new players through the content. Party Finder is so you can set up a specific group for your needs. Doesn't mean you'll always find that group. If that's not working for you try to get in with a Free Company that has a lot of active players and are willing to run dungeons with you.

Don't know what to tell you then. I've heard the Japanese servers tend to run mechanics without instanly burning the boss.

Condolences. You are quite correct that its present state remains somewhat problematic. Personally, I have done this as a higher-level character helping two of my lower-level friends with no additional people. Having only three of us (two of them not much above level 50) provided enough of a challenge for us to get a good experience (as in our feelings - we got no XP points since we were using the undersized option) from the fights and easy enough that we actually finished the duty before the timer expired.
So, as others started to suggest, your best bet sounds like making a party finder ad with a very clear description of what you want.
Also note there's a "minimum item level" setting available in your duty finder options. This reduces the equipment level of everyone there to whatever the minimum allowed for the duty is. I don't have any experience, however, on how easy or difficult that would make this with a full eight people.
As for your question of why we have this design in the first place, these two special main scenario quest dungeons were designed before we had a level sync system implemented. In fact, I'd wager the results you lament in your posts are the primary motivations for implementing the level sync system. So, now that we have it and have learned from these results, dungeons AFTER it no longer suffer from this issue. Many have called for them to be re-designed, but invariably coming up with new stuff wins out over re-designing old stuff. Take heart that at least it gets better.
Perhaps I'm not understanding - do you mean you want the bosses to live longer and not die so soon in the dungeons Castrum Meridianum and Praetorium? If that's the case, the only way you'll get a "true" experience is to set up a minimum item level Party Finder for it. When players get queued into Castrum and Praetorium, our gear is automatically synced to the highest item level and stats ARR had - roughly item level 130. Castrum and Praetorium were released during a time when most players would be in their i45/i50 Artifact Gear. With the drastic jump and the nerfs that came to ARR leveling content with the release of HW, it's no surprise that people now steamroll these dungeons.
That said, you will probably be hard pressed to find players who want to do these dungeons "properly" or at minimum item level. With how long they are and with the implementation of unskippable cutscenes, a lot of players try to avoid them after running them the first time (and the MSQ Roulette is probably the least popular Roulette since the changes - despite its hefty EXP reward).
I'll admit, you did confuse me a bit with the remark about "players who won't oneshot" - ideally, I don't think people want to repeatedly wipe to dungeon bosses, so I just assumed you meant "do the dungeon properly and not speed through it".
