Hrothgar were implemented specifically because some design niches were overfilled and they wanted to add diversity to the player character options. It would seem... like yet another giant slap in the face to the female character players if we got "your diversity doesn't matter" again for a second (third) time.
Don't really think you can compare the male race spread to the females. Roebros are actually decently represented because the spread is more even. Sure, they are 1/4 the size of the Cat Boi pop ... but us Femroe are like 1/17th the size of the Cat Girl pop.
Plus Roebro pop vs Elezen pop would be the better comparison IMO seeing how Elezen where the only tall elegant skinny race until the Scaley Bois showed up to give a different, better proportioned and more unique option for that body type.

As for what they aimed for with the Hrothgar, something Yoshi said stood out to me. He said that they wanted to make a race that played on the powerful, laser focused on battle look. They chose to make the males this way but it's not the only way to convey the idea of strength and violence/ aggression. The female wouldn't have to be hulking and hunched over to look powerful and violent.
