I would imagine at this point it's tied into a character needs to be on our friends list to be made a tenant and we can't add our alts to our friends list. Some players also could have more alts than the system is programmed to allow as tenants.

I do believe they are going to have a solution for it next expansion but it's unlikely to be until 5.1 or later.

There is no conceivable technical reason as to why SE would not be able to implement it. They can if they want to, but they don't want to.
