By what he has said it is something they won't action. But if someone says the magic words that they are doing it... then they do. Selective enforcement is not ok. It needs to be enforced, or not enforced, pick one.

It's not selective enforcement. They enforce any time there is actual evidence to allow them to enforce it. Selective enforcement would be if SE had chat log proof of someone saying they are using a parser/uploading logs, it was reported, and then did nothing about it. And that's not the case at all.
