Hey, if it's running it's running. I know a few generic tips to speed up performance.

Ambient Occlusion and Depth of Field should be off.

Turn Shadows off in-game and reduce their detail to Lowest in the config.

Play fullscreen. If you need a web browser for stuff and don't have another PC, launch FFXIV via Steam so you get the Steam Overlay, which has a basic web browser in it.

Find ffxivgame.exe in your FFXIV install directory. Right-click, select Properties, select Compatibility. Set it do disable themes and possibly run in 640x480. This won't make the game run at 640x480, but will reduce the resources spent on the Windows desktop while the game is running.

As to hardware, I can only provide information on my own specs. I'm running FFXIV just fine in a 1920x1200 borderless window with the following settings on a Radeon HD5770.

8 General Drawing
5 Background Drawing
Standard Shadows
Standard Textures
Standard Texture Filtering
No Ambient Occlusion
No Depth of Field
