Do random timers on houses only open up for a short period of time?

I do wish people relocating had to deal with the same restrictions as people buying... :/ I've seen 7-13 hour waits be wasted because someone wanted to troll even if they had no intention of keeping the plot.

That and people spamming the freaking placard with their macro/bot program and SE apparently doesn't care about cheating AT ALL. How is anyone supposed to compete with a cheater?
