Do random timers on houses only open up for a short period of time?

Trying to figure this one out. So let's say a house plot is open (brand new). After x amount of time, does it become available until someone buys it? Or does it only become available for a short period of time before it's unavailable again?

Once it's open for purchase, that's it.
