They should add a Weekly Savage Content Roullete

This week it would be Titan Extreme.

Next week it would be Alphascape 3.0 Savage

Savage/Extreme Trials will just be rotated at random after reset. Only Savage/Extreme Trials where Echo is enabled will be included in the Rotation.

Rewards would be slightly higher than Expert Roullete and 500 Centurio Hunt Seals

This Roullete's rewards will be a daily.

Fight starts with 30% Echo buff and can raise up to 50%.

This way people can have an incentive to do the savage roulletes instead of just bypassing them xD.

Besides these types of duties already have built-in incentives that keep people running them. Mounts, dyeable raid gear, weapons, etc.

While I enjoy EX and Savage, the percentage of the playerbase on the NA/EU is too small to feasibly add in any Roulette that contains the latter.

If you really want to do EX primals, unlock Mentor Roulette. Then you can enjoy them in all their synced glory. Combined with parties of individuals that just don't want to listen to mechanics, and then wonder why we haven't cleared after 50 minutes.

Level sync'd they'd have to nerf the fights into the ground so they'd be doable by a random party comp with no communication.

People don't skip ex and savage because they're not in roulettes. They skip them because of things like not wanting to put in the time to get geared and skilled enough, not having enough time to dedicate to it, being unable to find a raid team, not wanting to deal with pugs, they're not prerequisites to unlocking any content so they can be skipped without affecting the content you can access...the list goes on.

People bypass them due to personal circumstances and choices. Not because there's no roulette.

Also an ex/savage roulette would be a disaster. Party finder pugs already go badly very often when you can cherry-pick who to take. It would be even worse in a roulette.
