I disagree, normal raid roulette exists and frequently puts people in current raid tiers.They will never do this purely because that RNG aspects keeps people queuing. If you're practically guaranteed a drop from each floor, and are then able to get at least one piece each week. That means not only are you queuing less, but will gear significantly faster... which will make normal mode irrelevant all the more quickly.
Have you queued into any of the old raids directly? I helped a friend a few months back get her alt through Alex. Despite going on tank, we were waiting 20 minutes. She waited over an hour on, I believe A9-10. This was during the day, by the way. I imagine the current system exists to avoid this happening a month into say, Alphascape normal's release.
