    Did you try to restart your comp-- :3

    This isn't the most insightful check but you have been to the Golden Saucer before right? I wonder if that is a hidden requirement? The "It could happen to you" quest should be nearby if you haven't done it before (which I'd complete and hope it helps).

    Also perhaps just for the good old fashion "did you reset it?", walk out into the nearby zone, log out, and then back in, then stand right on where his face would be and stare into the void (might be a loading issue). Maybe it'll look back? Hopefully..

    Might be a loading issue, cause Id imagine youd still see the occassional person talking to the NPC still yet I dont see anything.

    That being said, yeah, the Gold Saucer thing might affect it. Also, while not a huge thing (and maybe it makes a difference,) maybe you should do the "Coming to Ishgard" quest. Maybe if you havent been into ishgard itll block you. Dunno, just try a few things and see what happens.

    I know you said you resolved your issue, but I'd just like to suggest that you don't erase your original post once you've solved a problem. It's okay to add an edit to the end that says you solved it, but you should leave the problem description intact so that if anyone else has the same problem in the future, they see the original post and can tell that the thread applies to them rather than starting a new thread and collecting the same advice over again.
