How exactly does Alliance Raid roullette work?

I've unlocked all 3 raids - Crystal, Pirate thingy, and the new one...

But when I do roulette ONLY crystal tower pops, regardless of what job I use to queue with (obviously it's the only one that will pop if the job is under level 60).

I've not completed the Pirate one - is that why it never pops?
But I have completed the new one.

Am I just getting Crystal Tower so much because that location will be used for the start of 5.0 so people are all trying to run it... or is this because I have to particular select the Pirate one and complete it before it will show... I got Crystal Tower in the roulette BEFORE I had completed it - and finished the last two parts 'randomly', but I did manually select the first part of it...

My guess is that it autofills people with players actively choosing the duties. Then again, leveling roulette did pit like 4 level 60+ jobs in Sastacha more than once... So who knows.

It limits what raids you can get based on what people in the queue qualify for with character and item level.

People can cheese it by equipping lower level gear to force it to ARR raids, or even just Labyrinth of the Ancients, and if anyone is doing the roulette for XP, it automatically disqualifies the SB raids.

Pretty much this. There are just plain more people queuing, either directly or indirectly, for lower level content at any given time. If even one person is under 60 then all 23 other people are forced into CT/ST/WoD along with them. The odds of all 24 people being level 60+ or 70 are fairly low.

You used to be a lot more likely to get the level 70 ones if you queued up on a Tuesday; though removing the loot-lock on Orbonne and its upgrade coin has put a stop to that.

So do you only need to do this when you hit the actual queue button or do you need to stay in nearly no gear and then just put it back on when you enter....asking for a friend

I did this while light farming for my DRG relic a while back. Since I was doing alliance roulette for tomes anyway, may as well get some guaranteed light while I'm at it.
