Reduced FPS/stuttering/Input lag

After returning to the game I am experiencing bad fps for my specs, camera stuttering, and input lag on my mouse. At first, a simple restart or reboot seemed to fix this issue, and I wouldn't experience them again until closing/reopening the game client. Now however, nothing fixes this.
I looked online for similar cases but its affecting all my mice and was working fine in intervals so it shouldn't be a driver issue. The game also doesn't use up anywhere near max resources for my Cpu/GPU load.
My Specs are intel 6700k cpu/GTX 1080/ 16 gigs of ram, 1 tb SSD, windows 10.
I alried fiddled with every ingame setting I could think of, especially revolving around vsync or fps limiters and the like.
I really want to get into the game as I paid for the two new DLCs and was looking forward to the next one coming out but i can't play the game in this state. I'm in the process of doing a clean reinstall in the hopes that fixes it but it seems to be a configuration issue of some sort. I've also tried disabling all non-essential tasks on start up just in case there was some background software affecting the game.

What FPS are you getting when it does this? How often does it stutter? Is the mouse input lag constant, or does it only come up intervals.

Can you submit a Final Fantasy XIV system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'

The issue began upon redowloading the game in 2019. I believe the last time I played was early 2018 and I went through the entire base game without issue. As you can imagine many variables changed since then but the problem is consistent now. I am getting FPS in the 50-60 range (down from 80+ without the issue) with a large section of the input lag correlating with the decrease in frames, so the more frames I seem to drop the choppier the input, to the point where my character will move on their own after I already released the button for a second or so. But even when the frames are higher than 60 fps there is still sporadic input loss. I should note this input lag occurs regardless of what settings I put it on. If I put everything on lowest I'll get 70-80 fps just from how fast the game runs but still have the same input issues. The redownload seemed to fix the issue at first, but after restarting the game client it was back to being bugged out. Thanks for the help!

I think I may have resolved the issue by going into my NVIDIA control panel and setting preferred refresh rate to highest available and threaded optimization to On. this boosted my FPS to the 90-100 range that it should be and resolved any input lag. Still working after a client restart so I remain hopeful, but further tester is required. I'm noticing that both my CPU and GPU utilization have doubled as well.

As I feared, the issue reverted to its default state despite my fixes. When it was working it was working completely fine, and had double the utilization it does now. It seems like there's some chance of the game not requesting the resources it needs to run as fast as possible.

Does it change anything if you switch to borderless fullscreen or windowed? Do you have any of the in-game frame limits selected (these are on the Display screen of the System Settings)?

Try disabling any overlays you might have while playing the game (Geforce Experience, Discord Overlay, etc.).

You can also try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game.

It appears a working fix is running the Ffxivboot64.exe as admin. This seems to allow my computer to prioritize its resources to the game. If I use any fps capping setting like reduce fps when afk the problem returns and I have to restart the client as admin again, but this is a minor issue and I'd overall consider my problem fixed. Ty for help.
