finished a arrb but can't get 'before the dawn quest' where is it?

I have a lv 85 white mage healer, stuck on tower of Zod, and I can't get my summoner/scholar class quest till I do the before the dawn quest which I already completed, the summoner quest allowed me to get the egi's because id already killed them,but it wont allow me to do lv 55 class quest on non main classes/jobs

... are you attempting to do the Summoner quest on Scholar? Or the Scholar quest on Summoner? They're separate questlines.

My other guess is that you haven't actually finished all the lower-level job quests. Like, you have to do the level 50 Summoner quest before you can do the level 52 Summoner quest. (And the 50 Scholar quest before you can do the 52 Scholar quest. Again, separate questlines.)

I have a feeling that whatever's wrong we could determine in an instant if we saw what you were seeing; but from your description I can only guess.

Yes, that's just the general message when you complete an expansion's set of job quests. It's not literally telling you you are restricted from accepting the next quest. What is more important/relevant is what the quest window says when you talk to the NPC that gives the quest, which will indicate in red exactly what requirements you are missing.
