finished a arrb but can't get 'before the dawn quest' where is it?

level 52. I've finished entire main scenario quest line for ARR. I bought all the expansions and registered them etc.

the ishgard gate guard says I need to complete the "before the dawn' quest. But I can't find the 'before the dawn' quest giver.. seems invisible.

this also is affecting my spells. I can't get my level 52 spell because the NPC just isn't visible. I suspect its because I need to unlock the expansion :|

so... what gives? I'm confused as to what to do next :\

any ideas?
