Well, all I can think of is that some of the 50-60 SMN/SCH quests are given by a different NPC. Although you should have been guided straight to them.

Go talk to all the NPCs mentioned. Presumably you just forgot where you were. [Even though the job quest should be linked in the upper left.]

Yes, that's just the general message when you complete an expansion's set of job quests. It's not literally telling you you are restricted from accepting the next quest. What is more important/relevant is what the quest window says when you talk to the NPC that gives the quest, which will indicate in red exactly what requirements you are missing.
